The Sison Blackburn Consulting Inc. Team
SBC was founded by Richard Sison and Darren Blackburn, whom have over 40 years of combined work related experience in the municipal engineering field.

SBC currently has 13 full-time staff comprising of engineering professionals and administrative staff with many years’ of experience in municipal infrastructure projects. In addition to our core staff, SBC employs seasonal staff including college and university students in the municipal engineering field to provide them with valuable experience and help foster the industry leaders of tomorrow.

Darren Blackburn, P.Eng.; Principal;
Darren has over 20 years of experience in design, contract administration, and project management of numerous municipal projects in Winnipeg and throughout rural Manitoba. His responsibilities have included carrying out detailed design, contract administration, overseeing staff, and project management. Darren is knowledgeable in all aspects of municipal engineering projects and has worked on a variety of projects including residential and commercial development, street and sidewalk improvements, land drainage and feasibility studies. 


Rich Sison, C.E.T.; Principal;
Rich has over 20 years of experience in the planning, design, contract administration, and project management of a variety of municipal engineering projects. His responsibilities include monitoring the performance of the project team in meeting objectives and deadlines including liaison, reporting, reviewing engineering budgets and schedules, billing, quality assurance reviews and business development.   Rich is knowledgeable in all aspects of municipal engineering that started with many years in the construction field, which then led to design and senior level management for a large engineering firm, and eventually principal of SBC.


Reynold Cabigting, P.Eng.; Project Manager;
Reynold has 14 years of experience in design, contract administration and project coordination of numerous municipal projects in Winnipeg and Rural Manitoba.   His responsibilities have included overseeing surveying and drafting, carrying out detailed design, contract administration, project coordination and project management. Reynold has been involved on several major projects, often as the Lead Engineer and Project Manager, on a variety of projects involving infrastructure renewals, residential development, commercial development, streets and sidewalk construction and drainage improvements.


Ross Mitchell, MES, MCIP, RPP;  Senior Planner
Ross Mitchell is a Senior Planner and Project Manager with 38 years of experience working in the fields of planning and engineering. In the area of land development, Ross specializes in project feasibility studies, site planning and subdivision design for commercial, industrial and residential projects, land rezoning and development approvals, servicing agreement negotiations, public consultation and public hearing representations. In the area of urban and regional planning, Ross undertakes community sustainability plans, statutory development plans and secondary plans, and related community and stakeholder engagement programs. Ross also conducts research and analysis in a variety of areas including population demographics, land supply and demand assessments, economic base analysis and labour force surveys, and community services and facilities assessments. 



​Brent Jonson, P.Eng., Senior Project Engineer
Brent Jonson is a Senior Project Engineer with 36 years experience in the design and construction of municipal infrastructure.  Brent has a thorough knowledge of engineering design and extensive project management experience, and has been involved with all aspects of the design and construction of civil infrastructure projects, including the procurement and processing of site surveys, the analysis and design of underground utilities, detailed design of roads, preparation of reports, preparation of construction drawings and tender documents and contract administration.



Kandy Parrish, Office Manager;
Kandy has over 20 years of administrative and bookkeeping experience.  Kandy is responsible for coordinating all purchasing, finance, human resources and administration for SBC.
